Hanoi to implement passive fine through surveillance camera

Starting from the morning of February 3rd, 2015, Hanoi traffic police has begun implementing passive fines recorded through surveillance cameras.

Accordingly, traffic police will handle violations by using radio system to stop violators or using “passive fine”, which is an invitation sent to the violators for a meeting at police office.

Previously, during the meeting with Deputy Prime Minister Nguyen Xuan Phuc in August, Major General Nguyen Duc Chung – Director of the Hanoi Police, has proposed to install surveillance camera around the city to handle traffic law violators and raise awareness of traffic participants. The proposal was approved by the Deputy Prime Minister and the Chairman of Hanoi People’s Committee.

A surveillance camera system has been installed (included infrared technology) along with automatic speed monitoring machines. Vehicles violating traffic light/lane/speed law will be recorded for penalties.

It is expected that in 2015, the Hanoi Traffic Police Department will continue to install similar system to other intersections throughout the city. Currently surveillance cameras are applied on a small scale with small fines, which can be seen on the Phap Van – Cau Gie – Ninh Binh route or the Hanoi – Hai Phong and Hanoi – Lang Son route.
