B1 driving license to have validity period extended to retirement age

Dinh La Thang – The Minister of Transport has recently signed and issued Circular No.48. Some articles in Circular No.46 on driver training, testing and licensing have also been added/revised.

Circular No.48 covers the content of a huge number of articles from Circular No.46 on driver training, testing and licensing. Accordingly, articles on licensing period, foreigners’ driving license, information verification and license renewal have been modified.

Specifically, B1 driving license applied for under-9-seater passenger cars and trucks with gross trailer weight rating (GTWR) of not more than 3.500kg will have its validity extended. Individuals with B1 driving license will not have to renew theirs before their retirement age (60 for male, 55 for female). In the cases of over 60 years old male or over 55 years old female, they will have to renew their driving licenses every 10 years (similar to current regulations).

Validity period of other driving licenses (including A1, A2, A3, A4, B2, C, D, E, FB2, FC, FD, FE) remained unchanged.

The revised Circular No.46 also stated that foreigners or overseas Vietnamese who want to drive in Vietnam will have to complete procedures to have their driving license exchanged to Vietnam’s driving license (if they have one). If these individuals have a valid international driving license granted by countries participating in the 1968 Vienna Convention on Road Traffic, they will be able to drive vehicles stated in their license in Vietnam. In case of possible different provisions between the 1968 Convention and Vietnam’s Law on Road Traffic, the Convention provisions will be applied.

Permanent validity period for A1, A2 and A3 driving license

Regarding driving license verification, the new Circular clear stated that verification must be completed immediately through email, phone or fax and then registered through written documents. Drivers who want their driving license renewed will get their new license within 5 days after submitting prescribed documents.  Old driving licenses will have one of their corner cut by licensing agencies (excluding driving license granted by other countries). It is reported that the new Circular will take effect from December 1, 2014.
